The copper strips are the whole design problem
Stripboard has continuous copper tracks running the length of the board, connecting every hole in a row. That makes wiring fast and means every unintended connection has to be deliberately broken, usually with a spot face cutter or a drill bit turned by hand. Planning on paper is not fastidiousness; it is the difference between a board that works and an evening with a continuity tester.
Mark the cuts before anything else
Draw the components, then mark every track cut, then count them twice. The classic failure is a cut you meant to make and did not, which shorts two nets together and produces behavior that looks like a faulty component. Marking cuts in a different color from components makes them countable at a glance, which is the point of doing this on paper at all.
Print at true size and check with a real part
The value of the sheet is that it matches the board, which evaporates if the print dialog scales the page. Do not trust the setting: lay an actual DIP chip or a length of pin header on the printed sheet and check that the pins fall on the holes across their whole length. If they drift over ten pins the page was rescaled. The plain perfboard sheet is the same pitch without the strip markings.
Printing it accurately
This only measures correctly if your printer doesn't rescale the page. In the print dialog set Scale: 100%, not "Fit to page" or "Shrink oversized pages". If you're not sure it worked, print the calibration page, measure the ruler on it with a real ruler, and it will tell you exactly what your printer is doing to the page.
