Narrow ruled paper
Narrow ruled at 6.35 mm (quarter inch) — the tightest common ruling, and the most words per sheet.

The densest standard ruling
At a quarter inch you get around 40 lines on A4, against 33 for college and 27 for wide. It is the standard in much of Europe and is what British A4 refill pads often use. If you write small and take a lot of notes, it is the most efficient paper there is.
Not for everyone
Narrow ruling punishes large handwriting and anyone with a tremor or visual impairment, and it leaves no room between lines for annotation or correction. If you habitually mark up your own notes afterwards, the extra lines are a false economy — you will want the white space more than the capacity.
Pen choice matters
Fine ruling and a broad wet pen do not mix. At 6.35 mm a 1.0 mm ballpoint or a broad fountain nib will fill the line height and start touching the line above. Fine or extra-fine nibs, and gel pens at 0.5 mm or below, keep it legible.
Printing it accurately
This only measures correctly if your printer doesn't rescale the page. In the print dialog set Scale: 100% — not "Fit to page" or "Shrink oversized pages". If you're not sure it worked, print the calibration page, measure the ruler on it with a real ruler, and it will tell you exactly what your printer is doing to the page.
